Title 42 › CHAPTER 85 — AIR POLLUTION PREVENTION AND CONTROL › SUBCHAPTER I — PROGRAMS AND ACTIVITIES › Part A — Air Quality and Emission Limitations › § 7437
Provides federal money to help states and other eligible groups plan and carry out reductions in greenhouse gas air pollution. For fiscal year 2022, $250,000,000 is set aside for planning grants, available until September 30, 2031, and $4,750,000,000 is set aside for implementation grants, available until September 30, 2026. Three percent of the implementation funds must be held back for administrative costs, technical help, making a model plan, and modeling plan effects. The Administrator must give at least one planning grant in every State so an eligible entity can write a plan with programs, policies, measures, and projects to cut greenhouse gas air pollution. A funding notice must be issued no later than 270 days after August 16, 2022. Implementation grants will be competed for and awarded to entities that apply with those plans. Applications must show projected pollution reductions overall and for low‑income and disadvantaged communities. Grant payments and conditions will depend on how well the grantee carries out the plan and meets the projected reductions. Eligible entities include States, air pollution control agencies, municipalities, Indian tribes, or groups of these. Greenhouse gases covered are carbon dioxide, hydrofluorocarbons, methane, nitrous oxide, perfluorocarbons, and sulfur hexafluoride.
