§7641 Noise Abatement

Summary

The EPA must create an office to study and control noise and how it affects public health and welfare. That office must find and sort out the causes of noise and study things like effects at different levels; expected growth of urban noise through the year 2000; mental and physical effects on people; how sudden loud noises (for example, jet noise near airports) compare with steady noise; effects on wildlife and property, including property values and sonic booms; and other related public-welfare issues. The EPA will hold public hearings and run research, experiments, demonstrations, and studies. The EPA Administrator must send a report with findings and recommended actions to the President and Congress not later than one year after December 31, 1970. If any federal agency makes noise the Administrator finds to be a public nuisance or otherwise objectionable, that agency must meet with the Administrator to work out ways to reduce the noise.
