Title 42 › CHAPTER 90 — NEIGHBORHOOD AND CITY REINVESTMENT, SELF-HELP AND REVITALIZATION › SUBCHAPTER I — NEIGHBORHOOD REINVESTMENT CORPORATION › § 8103
A board of directors must run the corporation. The board has six members: top officials (or their designated members) from the Federal Home Loan Bank Board, the Department of Housing and Urban Development, the Federal Reserve, the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, and the National Credit Union Administration. The board picks one of its members as chair for a two-year term, and the Federal Home Loan Bank Board Chair is the first chair for the initial two years. Each director serves on the board only while they hold the federal office that gives them the seat. They are full-time U.S. officers, get no extra pay, but are paid back for travel and other necessary expenses. The board must create bylaws, policies, and administrative rules needed to run the corporation. If a director must miss a meeting, they can send a designated representative who holds a Senate-confirmed post in the same agency, or, for the Comptroller, a Deputy Comptroller. A majority of members or their representatives makes a quorum. The corporation must follow section 552 of title 5 and conduct meetings under section 552b of title 5.
