Title 42 › CHAPTER 91 — NATIONAL ENERGY CONSERVATION POLICY › SUBCHAPTER II — RESIDENTIAL ENERGY CONSERVATION › Part C — Residential Energy Efficiency Programs › § 8235g
State and local governments that apply for an approved plan, plus public utilities and people who sign contracts under those plans, must keep records and make reports the Secretary requires. The Secretary, after talking with the Comptroller General, and the Comptroller General may look at any books, papers, or reports that the Secretary says are relevant. They can do this at reasonable times and under reasonable conditions. The Secretary must send a yearly report to the President and give it to Congress with the Department of Energy’s annual report. The report must estimate the total energy saved, estimate yearly savings from each prototype residential energy-efficiency program, include an analysis (done with the Federal Trade Commission and the Department of Justice) of each prototype’s effect on competition, and, if the Secretary thinks it is appropriate, analyze the effects and ways to expand these prototype programs and funding nationwide.
