§8262e Federal Energy Cost Accounting and Management

Summary

The Director of the Office of Management and Budget, working with the Secretary, the Administrator of General Services, and the Secretary of Defense, must create rules within 120 days after October 24, 1992 to help every federal agency measure actual energy use and costs for buildings the agency owns, runs, manages, or leases when the government pays the utilities and runs the space. Each agency must start using those rules within 120 days after they are made. Each facility energy manager must keep energy use and cost records that the Inspector General, Congress, and the public can review. The rules must set up a monitoring system to find which facilities cost the most for energy (for example, per square foot), spot odd or sudden changes in energy use, and check that electric and gas bills are charged correctly. The Administrator of General Services must also include estimated energy costs for leased space where the government does not directly pay the utility bills in each required report.
