Title 42 › CHAPTER 92 — POWERPLANT AND INDUSTRIAL FUEL USE › SUBCHAPTER VII — ADMINISTRATION AND ENFORCEMENT › Part E — Studies › § 8456
Sets up a committee made of the heads of the Departments of Energy, Commerce, Interior, Transportation, Housing and Urban Development, and Health and Human Services; the Environmental Protection Agency; the Appalachian Regional Commission; the Farmers’ Home Administration; the Office of Management and Budget; and any other federal agencies the Secretary names. The group must talk with the National Governors’ Conference and other interested people and groups. The President picks the chair. The committee ends 90 days after it sends its report to Congress. The committee must study how more coal mining and fast energy development affect states, local towns, and the public. It must look at housing and public, recreational, and cultural facilities for coal miners and their families and how laws affect providing those. It must collect data on how much help existing programs give, whether help arrives in time after federal or private energy decisions, and what rules block effective help. Within 1 year after the law takes effect, the committee must send a detailed report and any suggested laws to Congress.
