Title 42 › CHAPTER 96 — BIOMASS ENERGY AND ALCOHOL FUELS › § 8803
Provides $1,170,000,000 from the Energy Security Reserve for a two-year period starting October 1, 1980, but only if Congress approves the money in advance. The money is split: $460,000,000 to the Secretary of Agriculture for subchapter I activities (up to one-third of that financial aid may go to small-scale biomass projects); $460,000,000 to the Secretary of Energy for biomass activities under subchapter I, with at least $500,000,000 designated to the Office of Alcohol Fuels and any unused portion available to the Secretary for subchapter I purposes; and $250,000,000 to the Secretary of Energy for subchapter II. These funds stay available until spent. When figuring how much money is still left, loans and loan guarantees count at their original face value. Price guarantees and purchase agreements count at the value the relevant Secretary sets on the contract date as the maximum possible U.S. liability, and any increases count too. Counts must follow generally accepted accounting principles. If a project gets more than one type of aid, count the maximum possible exposure over the life of the project. Promises to give aid count the same unless the promise is later voided. Financial help can only be given if Congress has provided the money in advance.
