Title 42 › CHAPTER 2 — SANITATION AND QUARANTINE › § 90
When cargo is unloaded somewhere other than the official port, the customs officer must have it placed in a warehouse or enclosure he chooses. The goods stay there at the owners' risk and under the control of both the customs officer and the ship's person in charge until they are fully unloaded and can be moved without breaking health rules. When removal is allowed, the officer can give permits to owners or their agents to pick up goods that have been entered and for which duties are paid, if they pay a storage fee set by the Secretary of Health and Human Services.
