Title 42 › CHAPTER 98 — OCEAN THERMAL ENERGY CONVERSION RESEARCH AND DEVELOPMENT › § 9006
The Secretary must choose program activities and set priorities using five rules. The program must aim to make ocean thermal energy conversion (OTEC) cost-competitive with regular power. It should favor projects that bring cost-sharing money from private, industrial, utility, or government partners. It should support OTEC for coasts, islands, and isolated military sites at risk of fuel interruptions. It must prefer U.S.-based people and firms to build a domestic OTEC industry, and it should favor pilot and demo projects where applicants say they will become part of the industry.
