Title 42 › CHAPTER 7 — SOCIAL SECURITY › SUBCHAPTER VII — ADMINISTRATION › § 909
If a regular delivery day for benefit checks covered by subchapters II, VIII, or XVI falls on a Saturday, Sunday, or a legal public holiday (as defined in section 6103 of title 5), the checks must be mailed to arrive on the last earlier day that is not a Saturday, Sunday, or legal public holiday. This can be done even if the check is mailed before the end of the month it is for. If getting a check early causes someone to receive more than the correct amount before the month ends, no action can be taken to recover that extra money (under section 404 or 1383(b) of this title or otherwise). For computing the OASDI trust fund ratio (section 401(l)), the OASDI fund ratio (section 415(i)), and the balance ratio (section 910(b)), those early-delivered checks count as if they were delivered on the regular delivery date.
