Title 42 › CHAPTER 100 — WIND ENERGY SYSTEMS › § 9201
Create an eight-year program to speed up research, development, demonstrations, and real-world use of wind power for electricity and mechanical work. Congress says U.S. fossil fuels are limited and demand will keep growing. Wind can help by adding renewable electricity, easing pressure on nonrenewable fuels, and helping the environment. Some big and small wind systems are already cost-effective. The government should do research, test prototypes under controlled conditions, work with industry and utilities, and avoid actions that would hurt the market for small wind systems. Wind could provide 1.7 quads of energy per year by 2000. The program must meet these goals by the end of fiscal year 1988: make electricity from installed wind systems cost-competitive with conventional sources; reach at least 800 megawatts of wind capacity in the U.S., including at least 100 megawatts from small systems; and speed the growth of a viable industry so wind systems become a public option to reduce fossil fuel use.
