Title 42 › CHAPTER 103 — COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSATION, AND LIABILITY › SUBCHAPTER I — HAZARDOUS SUBSTANCES RELEASES, LIABILITY, COMPENSATION › § 9602
The EPA Administrator must make and update rules that add more hazardous substances to the list and set how much of each must be reported if released. The Administrator can pick one single reportable amount for a substance no matter where it is released. If a proposed rule was published by March 1, 1986, the final rule had to be issued by December 31, 1986. If not, a proposed rule had to be published by December 31, 1986 and the final rule by April 30, 1988. Until new rules are made, the reportable amount is one pound for hazardous substances, unless another law already set a different amount for a particular substance; in that case, use that other amount.
