Title 42 › CHAPTER 103 — COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSATION, AND LIABILITY › SUBCHAPTER I — HAZARDOUS SUBSTANCES RELEASES, LIABILITY, COMPENSATION › § 9616
Requires the President to finish initial reviews of every facility that was on the CERCLIS list on October 17, 1986 by January 1, 1988. Each review must say whether a full site inspection is needed and who should do it. If a site needs an inspection, the President must make sure that inspection is done by January 1, 1989. Within four years after October 17, 1986, any facility listed then must get a full evaluation if the President decides it is needed based on the review or inspection; the same four-year rule applies to facilities added later. If any of these deadlines are missed, the President must publish an explanation. The President must also start remedial investigations and feasibility studies (RI/FS) for National Priorities List sites on a schedule: at least 275 started by 36 months after October 17, 1986; if that is missed, at least 175 more by 4 years and 200 more by 5 years, totaling 650 by 5 years after October 17, 1986. The President must also begin substantial, ongoing on-site cleanup work at no fewer than 175 facilities in the first 36 months after October 17, 1986 and 200 more in the following 24 months.
