§9705 Federal Nuclear Operations Corps’ Study

Summary

The Secretary must start a study, working with the Nuclear Regulatory Commission, to see if the United States has enough specially trained people to operate controls at nuclear power plants and other back-end nuclear fuel cycle facilities. The Secretary must work with utility companies and other federal agencies so the study fits with existing programs to keep operator performance high. The study must look at whether creating a Federal Corps of such professionals to inspect and supervise these operations would be useful and practical. It must also consider creating an academy to train Corps members in nuclear technology, operations, regulatory law, and health science, and the best way to organize the Corps inside the executive branch. The study must be finished within one year after December 22, 1980, and a report with recommendations must be sent to Congress.
