Title 42 › CHAPTER 105 — COMMUNITY SERVICES PROGRAMS › SUBCHAPTER II — HEAD START PROGRAMS › § 9852b
The law creates a program for the Secretary of Health and Human Services to pick up to 200 outstanding Head Start agencies and call them Centers of Excellence. These centers must be nominated (usually by the State Governor; Indian and migrant programs are nominated by the HHS regional office) and apply with proof that they improved children’s school readiness, met monitoring standards with no deficiencies in the last 3 years, are making required program improvements, will work with the State and local providers, and will coordinate with other early childhood programs (including Early Head Start, preschool and special education programs, State pre-K, and similar services). At least one center must come from each of the 50 States, the District of Columbia, an Indian Head Start program, a migrant or seasonal program, and Puerto Rico. Designations last 5 years and can be revoked for poor performance. Bonus grants must be based on the number of children served and cannot be less than $200,000 per year. Each center must use at least 15% of its bonus money to share best practices with other Head Start agencies, including ways to improve school readiness, teach English to children who need it, and provide high-quality family services. The rest can be used to serve more children, extend hours or days, coordinate local services for children birth through age 8, train staff and partner teachers, strengthen transitions to elementary school, build partnerships with colleges and nonprofits for mentoring, and other activities that raise program quality. The Secretary must fund an independent study of how well the centers improve school readiness and early grades. That study’s report was due no later than 48 months after December 12, 2007. Each center must also send an annual report to the Secretary about how it used the funds. Money for grants and the study was authorized for fiscal years 2008 through 2012.
