Sets each original coastal State’s seaward border at a line three geographical miles from its coast, or to the international boundary in the Great Lakes. A State admitted later may set the same seaward line if it has not already done so. Any past or future State claim in a constitution or law to make that extension is accepted. That does not affect any claim a State has that its border goes beyond three geographical miles if it was set before or approved by Congress.
