Title 43 › Chapter 29— SUBMERGED LANDS › Subchapter III— OUTER CONTINENTAL SHELF LANDS › § 1354
Oil and gas from the outer Continental Shelf can only be exported under the Export Administration Act of 1969, unless an exception applies. The President must publish a statement saying the exports will not increase dependence on imported oil or gas, are in the national interest, and follow that Act, and must send the statement to Congress. After Congress gets it, Congress has 60 calendar days (at least 30 days in session) to act. If Congress passes a concurrent resolution disagreeing within that time, exports under that finding must stop. Exceptions include similar-quantity swaps or temporary shipments for transport efficiency and exports allowed by existing international agreements.
