Leases under section 1441 must run no longer than twenty years and can be renewed for the same length if the Secretary of the Interior and the lessee agree. Leases must follow rules: the lessee must pay an annual rent set by the Secretary of the Interior; keep the land and provide facilities, service, fuel, and supplies so the site can serve as a public airport at a rating set by the Administrator of the Federal Aviation Agency; make reasonable rules for using the airport that only take effect after the Administrator approves; allow all U.S. departments and agencies that fly aircraft free use and, with the Secretary’s approval, let them build needed structures and fuel or supply facilities; and let the Secretary of the Army take full control of the airport when the President finds it needed for military purposes.
