Title 43 › Chapter 31— DEPARTMENT OF THE INTERIOR › § 1464
The Secretary of the Interior can make rules about who may represent people filing claims with the department. Before someone is allowed to help claimants, the department can require proof they are honest, respected, and qualified to assist, and, after notice and a hearing, can suspend or bar anyone who is incompetent, disreputable, refuses to follow the rules, or who intentionally cheats, deceives, misleads, or threatens claimants by speech, circulars, letters, or advertisements.
