Starting October 2, 1992, money from the appropriation acts covered here, or from later Energy and Water Development Appropriations Acts under Title I, can be spent or moved within each bureau or office, with the Secretary’s approval, to rebuild, replace, or repair aircraft, buildings, utilities, or other facilities or equipment damaged, made unusable, or destroyed by fire, flood, storm, drought, or other unavoidable events. Those transfers or expenditures cannot happen until any emergency funds already set aside for the Department of the Interior have been used up.
