Create a working capital fund in the U.S. Treasury within 30 days after November 1, 1985, to help run certain support jobs for the Bureau of Reclamation. The fund can be used forever (no yearly time limit) to pay for things like materials, supplies, equipment, work, and services for the Bureau and, if allowed by law, for other federal agencies and others. It can pay for items such as a central computer, engineering, payroll, equipment, vehicles, and aircraft, subject to appropriation limits and approval by the Director of the Office of Management and Budget. The fund gets money from appropriations, transfers of related assets at fair and reasonable values (as the Secretary of the Interior decides), and payments from agencies or others for services. Payments can be made in advance or after work is done. User charges should roughly match the actual costs (including equipment wear and accrued leave). Congress may appropriate whatever sums are needed. Any money the Secretary finds unnecessary must be returned to the Treasury’s miscellaneous receipts.
