Make meeting the Mexican Water Treaty from the Colorado River the top national duty of any Congress‑authorized water‑augmentation project. If the Secretary declares that augmentation measures are operating and provide enough water to meet the treaty and any related losses, the Upper Division (Colorado, New Mexico, Utah, Wyoming) and Lower Division (Arizona, California, Nevada) states are relieved of their article III(c) obligations while that declaration stands. Until Congress approves and runs a feasibility plan showing the most economical way to add two and one‑half million acre‑feet below Lee Ferry, the treaty must be satisfied from Colorado River waters under the existing treaties, laws, and compacts.
