If the Secretary plans to bring water into the Colorado River system from outside its natural drainage, he must protect the states and local areas where the water is taken. He must use money allowed under this law to help make sure those places keep enough water for their long-term needs and that local users do not face higher prices because water was exported. Any current or future water need inside a state that is fully or partly in the river basin where water is taken for export must always have first claim to that basin’s water for any use, unless the states agree otherwise.
