Authorizes $832,180,000 for building the Central Arizona Project. That amount covers construction and prepaying power generation and transmission but does not cover distribution and drainage for non-Indian lands. The amount can be adjusted up or down for normal changes in construction costs as shown by engineering cost indexes. Money is also allowed for operating and maintaining the project. Also authorizes $100,000,000 for building distribution and drainage for non-Indian lands, with the same kind of cost-index adjustments from September 30, 1968. The Secretary must make agreements so non-Federal partners pay at least 20 percent of those construction costs. Even though section 1543 might say otherwise, these appropriations and revenues for those facilities will not go into the Lower Colorado River Basin Development Fund, and no payments will be made from that fund back to the Treasury to recover any of those facility costs.
