The Secretary of the Interior must carry out the Colorado River salinity control policy set at the Denver conference on April 26–27, 1972. The EPA approved that policy on June 9, 1972 under section 10 of the Federal Water Pollution Control Act. The Secretary must move quickly to study, plan, and carry out the salinity control program described in the Secretary’s February 1972 report. When choosing new projects or added parts, the Secretary or the Secretary of Agriculture must favor those that cut salinity at the lowest cost per unit. The Secretary, the EPA Administrator, and the Secretary of Agriculture must work together and coordinate their actions.
