Defines key words used later in the law. Committees means the House Committee on Natural Resources and the Senate Committees on Environment and Public Works and on Energy and Natural Resources. Financial assistance covers loans, grants, guarantees, insurance, payments, rebates, subsidies, or other federal help, but it does not include (1) general revenue-sharing grants under section 6702 of title 31, (2) deposit or account insurance for banks or credit unions, (3) mortgage purchases by GNMA, FNMA, or FHLMC, (4) required environmental studies for permits, or (5) programs unrelated to development like public assistance or old-age, survivors, or disability insurance. Secretary means the Secretary of the Interior. Water district means any public agency that provides water service (for example, water districts, county water districts, public utility districts, and irrigation districts). Floodway means the Colorado River Floodway created in section 1600c.
