Secretary may accept transfers by Regional Corporations of Alaska Native Fund payment rights, except when the corporation must distribute funds under subsections (j) or (m) of 1606; accepted transfers must allow the U.S. to assert any setoff or counterclaim against the assignee and successors, and shareholders can't sue.
