The Secretary may sign contracts to use aircraft and to buy supplies and services before money is approved, for airborne cadastral surveys and resource protection by the Bureau. These contracts can be renewed each year up to two times without new competition, must obligate funds for the fiscal years when costs happen, and must say that obligations and payments for future fiscal years depend on an appropriation and will not be paid until that money is available.
