Title 43 › Chapter 35— FEDERAL LAND POLICY AND MANAGEMENT › Subchapter III— ADMINISTRATION › § 1740
The Secretary must create rules for managing public lands to carry out this Act and other laws that apply to those lands. The Secretary of Agriculture must create rules for lands in the National Forest System. Those rules must be made under chapter 5 of title 5, without regard to section 553(a)(2). Until new rules are issued, the lands must be managed under the current rules as much as practical.
