Authorizes whatever money is needed to run the Act, but after October 1, 2002 the Bureau cannot get money for any program unless that program was already specifically authorized for funding by October 21, 1976 or is approved under the next rule. Starting May 15, 1977 and then by May 15 every two years on even-numbered years, the Secretary must send the Speaker of the House and the President of the Senate a request to authorize funding for all Bureau programs for the next four fiscal years. The four-year period begins on October 1 of the calendar year after the year the request is sent. The request must include the usual budget info and the funding levels the Secretary thinks are needed for each program, even if those levels differ from executive-branch budget limits. The rule does not cover certain funds, such as proceeds from land sales, donated funds and private deposits for surveys, townsite trusteeships, money from other federal agencies, reimbursements, and emergency firefighting and rehabilitation. When buying land under section 1715(a), the Secretary may use the Land and Water Conservation Fund to buy lands needed to manage public lands that are mainly for outdoor recreation.
