Encourages local gas companies to take part in getting natural gas from the Outer Continental Shelf by making it easier to move that gas to the areas they serve. The Federal Energy Regulatory Commission must write and publish a policy in the Federal Register, after allowing written and spoken public comments, that explains how it will review and, when appropriate, approve applications for certificates under section 717f of title 15 to transport such gas in interstate commerce. The policy must say how the Commission will decide if an application qualifies and if issuing the certificate meets the public convenience and necessity. Definitions: "local distribution company" — a company that sells natural gas at retail, including any related subsidiary that explores or produces gas, and that is regulated or run as a public utility by a state or local government; "interstate commerce" — has the same meaning as in section 717a(7) of title 15; "Commission" — the Federal Energy Regulatory Commission.
