If an Interior Department worker handles matters under this law or the Outer Continental Shelf Lands Act and has a known financial stake in a person who applies for or holds a permit or lease (or is otherwise covered by those laws), the worker must file a written disclosure about that interest. The Secretary of the Interior had to, within 90 days after September 18, 1978, define "known financial interest" and set up how disclosures are filed, checked, and enforced. The Secretary must report to Congress each year on June 1 about the disclosures and actions taken. The Secretary may exempt certain nonregulatory or nonpolicymaking jobs. Knowingly breaking these rules can lead to a fine up to $2,500, up to one year in jail, or both.
