§2104 Preparation of Guidelines

Summary

The Secretary of the Interior, through the Director of the National Park Service, must create and publish guidelines in the Federal Register within nine months after April 28, 1988. The guidelines aim to promote underwater parks and cooperative management of historic shipwreck resources, protect cultural resources, build partnerships among sport divers, fishermen, archaeologists, salvors and others, allow recreational access, and recognize people who discover or salvage wrecks. Those guidelines must be made after consulting public and private groups, including the Secretary of Commerce, the Advisory Council on Historic Preservation, State Historic Preservation Officers, sport divers, professional dive operators, salvors, archaeologists, preservationists, and fishermen, and they must be available to help States and federal agencies write laws and rules under this chapter.
