The Secretary of the Interior may use the Interior Department's resources, under the Federal Reclamation laws, to make or help make cooperative drought contingency plans to prevent or lessen the harmful effects of drought. The Secretary may do this while working with other federal and state officials, Indian tribes, and public, private, and local groups.
