The Secretary must work with the Secretary of Agriculture, the EPA Administrator, the Indian Health Service Director, the HUD Secretary, and the Secretary of the Army to prepare an assessment of rural water supply projects. The assessment must report on all projects authorized but not finished before December 22, 2006, saying how much money has been spent, what stage they are in, total expected costs, and the problems blocking completion. It must also describe the plan and money and staff needed to finish them on required schedules, the need for new projects, other agencies’ rural water programs in Reclamation States (their rules, funding, and who can get help), how much demand the Program can meet, how the Program fits with other agency powers, and ways to better coordinate or combine agency activities. Before the assessment is final, the Secretary must ask States with rural water needs for comments. A detailed report on the assessment must be sent to the Senate Committee on Energy and Natural Resources and the House Committee on Resources within 2 years after December 22, 2006.
