If in any year 75% of the receipts can't fully pay the counties, the Secretary of the Treasury may, after the Secretary of the Interior confirms it, use surplus from earlier years' 75% receipts to make up the shortfall. Over any ten-year period starting July 1, 1940, total payments cannot exceed 75% of the receipts credited to the Coos Bay Wagon Road grant fund for that period, and any unused portion of that 75% at the end of the ten years must be put into the U.S. Treasury general fund.
