The Secretary of the Interior and the Secretary of Agriculture must, within two years after June 24, 1954, swap control of revested Oregon and California Railroad grant lands that lie inside or within two miles of any national forest for national‑forest lands of about equal total value when the swap will make management easier. The swaps must respect existing contracts, permits, and other rights. Lands moved to the Interior are taken out of the national forest and treated like the revested lands they replace. Lands moved to Agriculture become part of the national forest and follow forest laws. Swapped lands in any county should be about equal in area unless the county agrees otherwise. Each exchange needs an order signed by both Secretaries and must be filed in the Federal Register.
