Title 43 › CHAPTER 49 — NATIONAL LANDSLIDE PREPAREDNESS › § 3104
Create a 3D Elevation Program to collect, make, and share 3D elevation data for the United States. The program must provide national coverage, make standard public data products, and help federal, State, local, and Tribal governments, schools, and businesses work together. It will use cooperative agreements, build data infrastructure and quality checks, set standards and guidelines with agencies and industry, and try new technologies. The Interior Secretary will run the program to be efficient and meet agency and public needs. Other federal agencies must coordinate, give priority areas for data collection, follow the program’s standards, share results, and make sure any grant-funded data meets standards and is included in the national data holdings. The law also creates an interagency coordinating committee, led by the Interior Secretary and including other top agency leaders, to oversee planning and management and to produce a strategic plan and a detailed management plan by January 5, 2022, with periodic updates. A non-federal subcommittee inside the National Geospatial Advisory Committee will review trends, effectiveness, and management, and must report by January 5, 2022 and every two years after. The Secretary may award grants and cooperative agreements to governments, colleges, nonprofits, and others to improve nationwide coverage; funded data must be public and compatible with Federal datasets. For fiscal years 2021 through 2024, $40,000,000 is authorized each year to carry out the program, and funds must come from amounts enacted after January 5, 2021. Names and short descriptions: 3D Elevation Program — a national program to provide and share 3D elevation data; 3D Elevation Federal Interagency Coordinating Committee — a federal group to coordinate the program; Subcommittee — a non-federal advisory group that assesses the program.
