The Secretary of the Interior can let people with grazing permits build fences, wells, reservoirs, and other needed improvements on public grazing lands, either by permit or an approved cooperative plan. Permit holders must follow state rules about who pays for and keeps partition fences. If the improvements belong to a prior occupant, a new user must pay that owner a reasonable value set by the Secretary, and the Secretary’s decision is final.
