The President can set aside unclaimed public lands in watersheds and put them under national-forest management in States where national forests can be created or expanded by Executive order. The President can also give lands inside national forests that are mainly good for grazing to the Interior Department to manage. These moves must not interfere with existing legal rights under public-land laws so long as those rights are kept valid. Lands managed by the Forest Service follow national-forest laws and rules. Lands given to the Interior follow public-land and grazing-district laws under this part. This does not limit the President’s reorganization powers under sections 124–132 of title 5.
