The Secretary must set the grazing fee for each lease. The fee can be based on the land area or the number and type of animals allowed. It can be charged seasonally or yearly and is paid annually or semi‑annually on the date in the lease. The fee must match the general economic value of the grazing right, not exceed that value, and be moderate. If the Secretary finds the range was ruined beyond the leaseholder’s control, or most livestock were lost to disaster or disease, the Secretary may delay payment, lower the fee, or cancel the fee for the person holding the lease.
