The Secretary may control livestock routes in grazing districts and may charge or allow free use, let anyone, including prospectors and miners, graze a few animals free, and grant free grazing permits or leases on unallotted public lands to any Eskimo, native, or half-breed; fees on allotments are cut by their share.
