The Secretary must make the rules needed to run this part of the law and must carry out what it requires. Under the civil service laws and under chapter 51 and subchapter III of chapter 53 of title 5, the Secretary may hire employees and set their pay, and spend money as needed for staff, rent, law and reference books, periodicals, and printing. The Secretary of Agriculture may keep doing research, experiments, and demonstrations to help Alaska’s reindeer industry improve and grow. If the Secretary of the Interior asks, the Agriculture Secretary may also help with care of plant and animal life, including reindeer.
