Applies to all dams and reservoirs built by the U.S. Army Corps of Engineers, past or future, when local governments or groups paid part of the construction cost or paid to use storage space under an agreement. The rules cover cases where the money paid (not counting interest) equals the cost of the share used, no matter how that share was calculated (for example, by incremental-cost or separable-costs methods).
