Local interests keep using their storage as long as the space physically exists, even after a lease ends. Space may be reallocated among project purposes if sediment builds up. Use depends on meeting lease duties, including paying yearly operation and maintenance and allocated reconstruction or repair costs for water supply. They may use it while Government runs the project. If Government can no longer run it economically, it may contract with a local interest to operate the needed part to protect the public and end Government liability.
