The Secretary must carry out appraisal studies to find opportunities to reclaim and reuse water. These studies must follow the National Environmental Policy Act and say whether a feasibility study should be done. They must look at possible uses (like environmental restoration, groundwater recharge, municipal, industrial, agricultural, power, and recreation), current and future technology, ways to boost use and remove barriers (including pricing), how to streamline permits, and basic research needs for safe use. The Secretary must work with state, regional, and local authorities. Study costs cannot be reimbursed.
