The Secretary may work with state and local officials to help design, plan, and build the Central Valley Water Recycling Project to treat and reuse water in the service areas of the Central Valley Reclamation Facility and the Salt Lake County Water Conservancy District in Utah. The federal government can pay no more than 25 percent of the project's total cost, and the Secretary must not provide money for the project's operation or maintenance.
