The Secretary, working with state and local officials, can help plan and build a water-recycling project to reclaim and reuse water for the area served by the Washington County Water Conservancy District in Utah. The federal government will pay no more than 25 percent of the project's cost. The Secretary must not provide money to operate or maintain the project.
