Allows the Secretary, working with the City of Oceanside, to help design, plan, and build a 3,000,000 gallons per day expansion of the Mission Basin brackish groundwater desalting demonstration project in Oceanside, California. The federal government can pay no more than 25 percent of the total cost. The federal government will not pay for operating or maintaining the project.
