The Secretary may work with the Metropolitan Water District of Southern California and the Main San Gabriel Water Quality Authority, or a successor, to plan and build a conjunctive-use facility to improve San Gabriel groundwater quality and let the basin store water. The Secretary can pay no more than 25 percent of the project costs, cannot fund operation or maintenance, and this does not stop the United States from using other federal laws to clean up or recover costs for work done under this authority.
